Leading Industries
The gross regional product of the region is formed mainly due to such types of industrial production as oil and natural gas, coal mining, fishing and food processing.
The main contribution to the volume of industrial production is traditionally made by the mining and quarrying (89.3%).
The oil and gas industry plays a leading role in the economy of the Sakhalin Region. Its development is one of the main factors determining economic growth in the region.
The guidelines and priorities of the socio-economic development of the region are, first of all, in the development of the investment potential of sectors of the economy that are not related to the oil and gas sector - agriculture, the fishing industry, and the sports and tourism industry.
For this, special economic regimes operate in the Sakhalin Region. These are three territories of advanced social and economic development (TASED): “Mountain air”, “Yuzhnaya” and “Kuril Islands”. The specialization of the TASED corresponds to the strategic directions of development of the regional economy: tourism, sports, agriculture and the fishing industry.
In the TASED “Yuzhnaya” agricultural enterprises are concentrated. Implementation of investment projects in the field of agriculture allows providing the population of the region with high-quality and affordable products, ensuring the creation of new jobs and contributing to the gross regional product.
TASED “Mountain Air” was created for the development in the region of an international all-weather center for sports and tourism. Today, large investment projects for the construction of transport, hotel and sports infrastructure are being implemented on the basis of the ski resort of the same name.
TASED “Kuriles” is located on the territory of the village “Malokurilskoye” of the municipality “South Kurilsky urban district”. "Ostrovnoy" Fish Plant LLC is a resident of the Kuril Islands TASED. Year-round loading of production capacities will allow to process about 110 thousand tons of raw fish per year.
In addition to the TASED, a free port regime operates in the Sakhalin Region. Vladivostok Free Port (VFP) is a port area that enjoys a special regime of customs, tax and administrative regulation. The regime will be valid for 70 years with the possibility of extension. Today, the VFP regime extends to 2 municipalities of the region - Korsakovsky and Uglegorsk urban districts.
